The Yarn Bank Scheme has been introduced by the Union Ministry of Textiles to avoid fluctuation in yarn price. The scheme is part of the PowerTex India Scheme. It provides interest-free corpus fund to Special Purpose Vehicle to enable them to purchase yarn at a wholesale rate and give the yarn at a reasonable price to the small weavers.

The foundation stone was laid for Mandal Dam project on the North Koel river . The project willl benefit the states of Jharkhand and Bihar. The dam will provide irrigation facilities and hydro-electricity and will be completed in 30 months at a cost of Rs.1622 crores.

The Reserve Bank of India has set up an expert committee on Economic Capital Framework to suggest how the central bank should handle its reserves and whether it can transfer its surplus to the government. The recently inagurated Bogibeel Bridge (4.9 km long) is the longest rail-road bridge in India. USA withdraws from Intermediate-Range Nuclear Forces Treaty signed in 1987 between US President Ronald Reagan and USSR President Mikhail Gorbachev. The treaty bans development, testing and possession of short and medium-ranged ground launched nuclear missiles (range 500-5000km), all nuclear and conventional missiles (short range 500-1000km, intermediate-range 1000-5500km). The objective of the treaty was to end the arms race between USA and USSR during cold war and ensure stability in Europe.
GSLV-F11 (Geosynchronous Satellite Launch Vehicle) successfully placed GSAT-7A (2nd communication satellite meant primarily for military applications) in orbit. Gsat-7A will augment the existing communication capabilities of satellites utilised by the Indian Air force. The satellite is expected to boost the IAF's network-centric warfare capabilities.
The National Cancer Institute (country's largest cancer institute) has been opened in Jhajjar, Haryana for public services. It is established under a project of Delhi's All India Institute of Medical Sciences (AIIMS) and will act as the nodal institution for all cancer related activities in India. ISRO's (Indian Space Research Organisation) heaviest (lift of mass 5854 kg), largest and most advanced high throughput communication satellite GSAT-11 was launched successfully from French Guiana using Ariane-5 rocket along with South Korean geo satellite Geo-Kompsat-2A. GSAT-11 is capable of providing high bandwidth connectivity with upto 14 gigabit per second data transfer speed. The satellite's designed lifetime is more than 15 years. GSAT-11 will provide multi spot beam coverage over India's mainland and nearby islands and use of Ka-band is introduced in India for the first time. It also provides broadband connectivity to Gram Panchayats under BharathNet project (as part of Digital India Programme) and also supports high data applications for enterprise network and consumer broadband applications.

India presented a 9-point agenda calling for strong and active cooperation to deal with fugitive economic offenders. Prime Minister Narendra Modi presented the agenda in the second session of the G20 summit on international trade, international financial and tax systems. The 9-point agenda includes:
1.Strong and active cooperation across G20 nations to deal with fugitive economic offenders.
2.Cooperation in the legal processes - enhancing effective freezing of proceeds of crime, early return of the offenders and efficient repatriation of the proceeds of crime.
3.Joint effort by G20 countries to form a mechanism that denies entry and safe havens to all fugitive economic offenders.
4.Effective implementation of Principle of United Nations Convention Against Corruption (UNCAC), United Nations Convention Against Transnational Organized Crime (UNOTC).
5.FATF (Financial Action Task Force) should prioritise establishing international cooperation for timely and comprehensive exchange of cooperation.
6.FATF should be asked to formulate a standard definiton of fugitive economic offenders.
7.FATF should develop commonly agreed and standardized procedures related to identification, extradition and judicial proceedings for dealing with fugitive economic offenders.
8.Setting up common platform for sharing experiences and best practices including successful cases of extradition, legal assistance etc.
9.G20 forum should consider initiating work on locating properties of economic offenders who have a tax debt in the country of their residence for its recovery.
India will host the G20 summit in the year 2022. Earlier India requested Italy if it can host the summit in 2021 and allow India to host the G20 summit in 2022. It is because India will celebrate 75th year of Independence in 2022.
The 2018 G20 summit was held on November 30 and December 1, 2018 in the city of Buenos Aires in Argentina. It was the first G20 summit to be hosted in South America. ISRO's PSLV-C43 launches earth observation satellite HysIS from Sriharikota. Along with HysIS, 30 other satellites from eight different countries were also launched. HysIS (Hyperspectral Imaging Satellite) combines the power of digital imaging and spectroscopy. HysIS ia an advanced earth observation satellite that weighs 380 kg. HysIS has a mission life of 5 years i.e. will provide earth observation service till 2023. This is the first time a full-fledged hyperspectral imaging satellite has been launched. Besides earth observation, HysIS will also be used by the military for surveillance purpose. The satellite applications include agriculture, forestry, assessment of coastal zones, inland water studies, soil surveys, environmental studies, detection of pollution from industries and other geological environments.

After seven months of travelling through space, the NASA InSight mission has landed on Mars. The European Union (EU) approved UK's withdrawal agreement from the EU, whereas the UK Parliament is expected to vote on the deal in early December. The UK is scheduled to leave the EU on March 29, 2019. Prime Minister of UK, Theresa May has appealed to the public to get behind the agreement, arguing it is the best deal she could have struck and honours the result of the Brexit referendum (2016).

NASA has announced that Space X will send its Crew Dragon capsule for its first test flight on January 7, 2019 at the International Space Station (the maiden voyage dubbed Demo-1 and it will be uncrewed). If this test goes well, Space X will be able to proceed with their first crewed tests, scheduled for June 2019. NASA expects the first commercial crew flight to take place in August 2019.

The Union Cabinet clears corridor for Kartarpur up to Pakistan border to facilitate smooth passage of pilgrims. Gurdwara Darbar Sahib in Kartarpur is the final resting place of Guru Nanak. It is located across the border on the banks of the Ravi. India has approached Pakistan to develop the passage on its side also to facilitate pilgrims. The corridor on Indian side will begin from Dera Baba Nanak in Gurdaspur to the international border with Pakistan.

The Global Compact for Safe, Orderly and Regular Migration was approved in July by all United Nations members except USA . It is because of the huge influx of migrants in the recent past due to conflicts, civil war and poverty in the Middle East, Africa and beyond. The non-binding UN pact addresses issues such as how to protect people who migrate, how to integrate them into new countries and how to return them to their home countries. Many European Union countries have refused to sign the UN pact which includes Bulgaria. Austria, Hungary and Czech among others. These countries are refusing to sign the pact because they are favouring the principle of separating legal and illegal migration.

The country's communication satellite GSAT 29 will be launched into the geostationary transfer orbit on November, 14. India's heavy-lift rocket GSLV Mk-III is set to put into orbit the communication satellite. India's first multi-modal terminal on inland waterways recently inagurated in Varanasi. The terminal was constructed on National Waterways - 1 (Ganga- Bhagirathi- Hooghly river system between Haldia and Allahabad) which is being developed under the Jal Marg Vikas Project with technical and financial assistance from World Bank. The aim is to provide seamless linkage between rail-road-river transportation.
RCEP trade ministers are expected to meet in Singapore on November 12-13 to fasttrack the talks for the proposed mega trade deal at the earliest. India's concerns include - lowering or eliminating duties for China will flood Indian markets with Chinese goods which will adversely affect domestic industries, India's trade deficit with 10 countries in the group is also a concern. Also India is expecting liberalised norms for service sector (which will benefit India's service industy). Several other issues concerning other countries in the group will also be discussed. RCEP (Regional Comprehensive Economic Partnership) is a regional trade pact covering goods, services, investments, economic and technical cooperation, competition and intellectual property rights.

Artillery Gun Systems M777 Howitzers and K9 Vajra have been inducted into the Indian Army. The guns will be crucial assets for the army along the borders with China and India. The M777 ultra light howitzer can be easily transported to high altitude areas by Chinook helicopters. Another addition is 'Composite Gun Tractor' for towing some of the existing guns in service.
